German Report Shows Decline in Problem Gambling

German Report Shows Decline in Problem Gambling

Germany's programs designed to detect problem gamblers seem to be working

The number of problem gamblers in Germany is steadily declining.

Encouraging news are coming from Germany, where the latest research shows a decline in a number of problem gambling issues.

The numbers were released last week, as a part of a thorough Drug and Addiction Report 2017 that saw some 11,500 people give their answers to carefully selected questions.

Excellent Numbers

A total of 11,500 participants took part in the survey, while 37.3% of them indicated participation in one or more forms of gambling during the period of twelve months prior to the survey.

This number indicates a 2.9% decline when compared to the results of the 2013 report when 40.2% of the respondents made the same answers. If we compare these figures to a similar survey conducted in 2007, we’ll see a staggering decline of 55%.

The respondents were asked a series of questions in order to access if they met the qualification as problem gamblers. The further analysis of the study grouped the respondents into identified gamblers those with severe gambling problems.

The recent numbers show a decline in both these categories when compared to 2013, which also represents the spine in problem gambling. This statistical trend in Germany is completely different compared to another large European gambling market – the United Kingdom, where problem gambling is on a slight rise.

Comparison to the UK

The United Kingdom is very important when estimating this kind of data, since along with Germany represents the two leading European economies, at least in terms of volume.

In addition to this, the UK is the culture where gambling is not as frowned upon as in some other parts of the Continent, while publicly admitting to personal problems and issues could be more stigmatizing.

To summarize, a jump in problem gambling rates in the UK might be a good thing, since it indicates the system is protecting vulnerable people from gambling. Admitting is often the first step towards the recovery.

In Germany, the early programs detecting problem gamblers seem to be very efficient. Bear in mind this doesn’t mean such measures aren’t efficient in the UK, but simply the target population is on the rise.

Let’s face it: identifying problem gamblers is a challenging process, which differs from country to country.

Australia Bans Online Gambling

Australia Bans Online Gambling

Australia continue to fight unlicensed operators.

Australia effectively bans online gambling.

With the adoption of the Interactive Gambling Amendment Bill 2016 by the upper house of the Australian Parliament, the land down under is effectively banning online gambling.

The ban will take effect within the next 30 days.

All unlicensed online casinos and poker venues will be prohibited from targeting Australia-based players. However, the current legislation doesn’t even allow operators to apply for a license, thus making all of them operate outside the law.

Some of the operators, including 888poker, 32Red and Gaming Innovation Group had already left the Australian Market.

The Bill itself is just a part of the Government’s crackdown on gambling since the recent media reform package brought further restrictions on gambling advertising.

Important Gambling Reform

Australian Minister for Human Services, Alan Tudge, said the new Bill would be complemented by other means of consumer protections, including a national self-exclusion register and a  voluntary opt-out pre-commitment scheme.

According to Tudge, this set of acts is the most significant online gambling reform in the country’s history, which will take severe measures against offshore gambling providers and ensure the money stays in the country.

It is estimated that on a yearly basis Australians spend between $ 64 million and $ 400 million on illegal online wagering. Also, around $ 100 million is spent every year on funding various services for problem gamblers.

Tudge is adamant the legislation will keep the money in the country, as well as offering additional protection for gamblers.

He said the country was losing hundreds of millions of dollars to illegal offshore gambling providers, while a portion of that money was used to fund crime syndicates. Tudge also emphasized the importance of consumer protection, since online gambling had three times the rate of problem gambling than other forms.

The Minister said the Government wanted to provide a safe gambling environment, and not to ban it altogether.

Stronger Mechanisms and Higher Penalties

Mitch Fifield, Australia’s Minister for Communications stated the Australian Communications and Media Authority (ACMA) will, under the new Bill, have stronger enforcement mechanisms and the power to crack down on illegal online gambling services.

Apart from civil penalties – going from $ 1.35 million to $ 6.75 million a day, ACMA will publish the list of licensed providers in Australia. According to Fifield, this will help the players to know which sites are legal.

On the other hand, there are those who disagree with the prohibitionist approach, especially when it comes to online poker. Senator David Leyonhjelm said online poker was probably the most innocent of all gambling – more of a game of skill rather than chance.

Joseph Del Duca of the Australian Online Poker Alliance (AOPA) stated his organization would continue to fight for safe and legal online poker, as this was the only option that provided freedom for players.

Mass Says DFS Is typically a Gambling

Mass Says DFS Is typically a Gambling

Massachusetts dubs DFS a game of chance.

Daily fantasy sports is a game of chance, says the latest report by the Massachusetts’ commission, which sets a legal precedent in the midst of the expansion DFS is seeing across the country.

Not long ago, the Bay State considered DFS to be a game of skill and led the way in introducing legislation that considered DFS as such.

However, the Special Commission on Online Gaming, Fantasy Sports Gaming and Daily Fantasy Sports, appointed by the State to review legal approaches to the DFS sector, published a report classifying DFS as a game of chance.

If It Looks Like a Duck, It Must Be a Duck

In practice, this means DFS is regarded as online gaming and is therefore subject to online gambling legislation, which is yet to be introduced in Massachusetts.

The chairman of the commission, Steve Crosby said it was clear DFS was gambling and that the report simply stated the obvious truth.

The report of the Special Commission also suggests the looks of the future online gaming legislation, which would introduce heavier taxes for DFS operators, and would require them to obtain a license to operate.

If this report gets adopted by the State’s legislature, it would alter the situation in the sector, which would especially affect two biggest DFS operators, Massachusetts-headquartered DraftKings, and FanDuel.

Words Matter

Some states strongly opposed exempting DFS from gambling legislation, but so far all existing laws refer to it as a game of skill.

Director of public affairs at DraftKings, James Chisholm, said words and definitions matter when it comes to their line of business.

Some of the US largest states, such as California, Florida, Texas, Pennsylvania and Illinois are yet to deliver their opinion on the matter, but the precedent set in Massachusetts could open Pandora’s box and have a devastating effect on the entire sector.

Since the introduction of betting legislation across the United States is imminent, DFS could lose much of its high-profile financiers, which could in turn influence not only the growth in this business but also its market potential.

Spanish Online Gambling Revenue Up in Q2 2017

Spanish Online Gambling Revenue Up in Q2 2017

Gambling in Spain on the rise

Spanish gaming market enjoys good results in Q2 2017.

After a very successful first three months of the year, when Spanish online gambling market recorded a 20% rise in revenue, recently revealed numbers showed the growth continued in the second quarter of 2017.

The data published by the Spanish national gaming authority, Dirección General de Ordenación del Juego (DGOJ), reveal licensed gambling web sites recorded €121.3 million in revenue, during the period from April 1 to June 30.

Unusual Trend on the Market

This is a 22.6% year-on-year increase, but when compared to the first quarter of 2017, it’s a drop of 4.5%.

These year-on-year revenue jumps and sequential drops are slowly becoming a trend, since the similar pattern can be seen in the Q1 results, which were higher than in Q1 2016, but were 2.4% down when compared to the last quarter of 2016.

Sports betting earned €60.1 million, 12.3% more revenue than in the same period of last year. This is an excellent result, especially when you bear in mind the fact that European Football Championship was well under way during the Q2 2016. The aforementioned trend continues here, since the results are 15% less than in Q1, when sports betting recorded €70.6 million.

70% of all betting stakes during the quarter were made through live betting, which also accounts for 68.5% of the quarterly revenue.

Casino revenue recorded both year-on-year and sequential rise. €42.9 million represents an increase of 52.5% when compared with Q2 2016, or 14.5%  when compared to the first three months of this year. Slot machine revenue went up by staggering 84% to €21.5 million, live roulette jumped to €9.5 million, while RNG roulette improved by 11.5% (€6.8 million).

Last Chance For Poker?

Online poker also followed the trend. €14.4 million were 5% more year-on-year, but 5% less than in Q1 2017. Cash games were 5.5% down from the same period last year, but tournament entry fee went up by 16.5%.

A further decline of Spanish poker cash game could be stopped if the long-overdue deal to share poker liquidity goes through. Licensed operators in France, Italy, Portugal and, of course, Spain would join together, but the move is yet to be completed. French regulator ARJEL invited its licensees to apply for liquidity sharing, but there has been no action from the Spanish side.

Finally, the numbers show that there were 646,000 active online gambling users in the second quarter, which is 7% more than in Q2 2016.

Most significant Victory Creates Wilton Rancheria’s Metropolitan Gambling Undertaking Forward

Most significant Victory Creates Wilton Rancheria’s Metropolitan Gambling Undertaking Forward

California-based Native America tribe Wilton Rancheria scored a major victory after a federal agency dismissed an appeal lodged by opponents questioning the approval given to the tribe to construct a gaming facility in Elk Grove.

According to a news report, Michael Black, Acting Director for the Bureau of Indian Affairs, dismissed an appeal made by an anti-casino group called ‘Stand Up For California!’ that asked for a reversal of a January 19 decision that agreed to place 36 acres of land area in federal trust enabling the tribe to construct a casino there.

The Wilton Rancheria had purchased the land via its gaming partner Boyd Gaming Corporation from The Howard Hughes Corporation for $ 36 million in Feb 2015.

CBS Sacramento

In a statement Raymond Hitchcock, Chairman for the Wilton Rancheria, said

This was just another small hurdle on our path towards self-sufficiency. This decision solidly confirms that the placing of the land into federal trust was valid and that we have every right to continue forward with our economic development plans. This was another attempt to cloud our land-into-trust process by Stand Up For California! and card rooms. So, I’m ecstatic.

The tribe is looking to construct a large hotel along with a casino having 2,000 slots and 84 gaming tables. Some of the other planned amenities include a spa, a fitness center as well as a 30,000 sq ft of space for events. Since the land in question is not on tribal territory it needs to be placed into federal trust for the project to progress.

In its appeal, ‘Stand Up For California!‘ had argued that Lawrence Roberts, the former Acting Assistant Secretary for the Bureau of Indian Affairs had given approval to Wilton Rancheria’s application to convert land into federal trust on the last day of Barack Obama’s presidency term, which was above his authority.

Cheryl Schmit from ‘Stand Up For California!‘ has vowed to carry on the fight. Schmit told a local newspaper that the arguments made against the project would be moved to a federal court. She said that the Bureau of Indian Affairs had no right to approve a land request for building a casino within a residential locality.

The anti-casino group also wants the city to hold a referendum before giving the go-ahead to start construction. Robert Magnuson, a spokesperson for the Wilton Rancheria alleged that Schmit was representing other gaming interests. In addition to this victory, a recent announcement by Gov. Jerry Brown has confirmed that a gambling compact has been negotiated with Wilton Rancheria, which was also a positive sign for the tribe.

Illinois’ Online Gambling Market to Boost the State Coffers

Illinois’ Online Gambling Market to Boost the State Coffers

The State of Illinois preparing for major windfall from gambling

Research studies predict serious boost to Illinois economy from legalized gambling market.

Illinois introduced a bill to legalize online gambling earlier this year, and if the state’s legislature – General Assembly – approves it soon, it could turn to be an extremely lucrative move.

Recently published report, compiled by Chris Grove, one of the leading industry strategists, and commissioned by PlayUSA and Online Poker Report websites, shows that the legalization of iGaming in the Prairie State could generate up to $ 1.7 billion in revenue within five years.

Solution to an Ongoing Problem

Since the state is in a dire financial situation, any additional revenue will be more than welcome. The state’s budget has been in an impasse for more than two years, and the legislators are desperate to find new sources of income.

The major step towards the legalization of online gambling was made on May 31, when the state’s upper house voted in favour of the bill, which would also regulate daily fantasy sports provision in Illinois.

It should be noted that this bill was originally intended only to regulate daily fantasy sports, but was later amended to include online casino services. After the first step, many expected that the legislators in Springfield would soon vote on the bill, but the state’s legislature officially adjourned on May 31.

However, the legislators decided they would enter a continuous legislative session, as long as necessary. This still leaves us with hope than the bill will be adopted as a law by the end of 2017.

Predictions and Assessments

Let us return to Grove’s report for a moment. According to his predictions, Illinois legalized online gambling market could generate a revenue of up to $ 280 million in the first year.

Grove believes online casino games would account for 83% of the generated revenue, while online poker could bring around $ 50 million.

Grove’s report also stated that up to 13 licensees could enter Illinois’ market in the first year. Since obtaining the license requires a tax prepayment of $ 10 million, the state could generate more than $ 130 million through this deposit. However, the second year could record a significant drop, since no money would come from this source

When it comes to daily fantasy sports, Grove predicts the state could generate revenue of $ 175 million in the first five years after the legalization, with additional $ 19 million in taxes.

Internet gambling In NJ Is still Sign on Intense Growth

Internet gambling In NJ Is still Sign on Intense Growth

New Jersey’s internet gaming industry is continuing to experience soaring growth with yet another month of strong performance, although the industry’s overall revenues saw a dip.

Latest figures released by the state gaming regulator show that the online gaming brought in revenue of $ 20.8 million in April 2017 increasing from $ 17 million recording during the same period last year. So far in 2017, the total revenue earned is $ 80.1 million which is 29.5 percent higher than what was recorded last year during the same period. Revenue earned by land-based casinos was at $ 190.9 million, a decrease of 3.6 percent over April 2016.

Gaming win for the month across both live and online formats in Atlantic City’s casinos was $ 211.7 million, dropping 1.6 percent when compared to April 2016. The decline was the first in three months. New Jersey Casino Control Commission Chairman Matthew Levinson said that the downswing was characteristic of the industry and nothing to worry about.

For the first quarter of the year, the total gaming win was $ 843.6 million, a growth of 3.8 percent over the same period last year and was driven largely by online gaming. Casinos will be paying $ 17.1 million in the form of taxes out of last month’s revenue to the state. New Jersey levies gaming taxes of eight percent on casino gross revenue and 15 percent on online gaming gross revenue.

Within online gaming, online casino games performed much better than online poker. While revenue from online casino games was at $ 18.85 million, a growth of 31 percent when compared to the same period last year, online poker fell 24 percent to hit $ 2 million. Online poker has been declining from the start of this year. Overall revenue for this year so far is $ 8.7 million which is a drop of 5 percent over the same period last year when revenues reached $ 9.2 million.

PokerStars entered the market in March 2016 but has since struggled to gain traction as a result of poor liquidity. Player pool sharing between jurisdictions is essential to boost performance as per industry observers.

According to New Jersey Division of Gaming Enforcement (DGE), the top earner was the Golden Nugget casino bringing in $ 5.4 million in revenue and the Borgata was second with $ 4.2 million. Both these casinos saw a month-on- month decrease but overall growth on a yearly basis. Golden Nugget in particular has seen a dramatic growth over its last year’s revenue, recording a 63 percent hike. At third place was the Tropicana with $ 3.94 million, registering an increase both on a monthly and yearly basis.

Ukraine Is Reopening Its Gambling Market

Ukraine Is Reopening Its Gambling Market

Ukraine announce plans to legalize gambling in the country.

If we are to believe the news coming from Ukraine, this Eastern European country could be the next emerging gambling market.

Oleksandr Danylyuk, the Ukraine’s finance minister has announced plans to reintroduce gambling throughout the country, which would generate additional revenues to the budget by next year.

These plans were confirmed in a letter sent by the prime minister Volodymyr Groysman to IMF Managing Director Christine Lagarde, in which Groysman firmly stated the government would legalise gambling.

End of a Long Ban

Gambling was outlawed in Ukraine back in 2009, after nine people died in a fire in Dnipropetrovsk. The total ban came into effect in June, after the decree was signed by the president Yushchenko.

In only a month’s time, more than 500 illegal casinos and slot halls were closed, while the authorities seized more than 6,000 slot machines and made more than 200 criminal charges.

Almost a year later, the Cabinet of Ministers removed gambling from the list of economic activities, which can be licensed.

It is interesting to mention that poker wasn’t banned, but was recognized as a sport with the number of tournaments skyrocketing.

Plans For Reintroduction

The legal framework enabling the reintroduction of gambling was introduced two years ago. It would allow the legalisation of brick and mortar casinos, sports betting, state-franchised national lottery and online casinos.

The proposal called for the development of so called ‘gaming zones’, where luxurious resorts with casinos would be built. However, the proposal wasn’t quite appealing since it suggested extremely high license fees and taxes. The government estimated more than $ 370 million could have been gained on gambling over the past two years.

The government informed the IMF there would be no major tax cuts or new tax exemptions in due time, whereas the entire tax regime would be tighten from 2018. The preferential tax treatment will be applied only for companies operating in industrial zones.

After the collapse of the Soviet Union, the first casino in Ukraine – Split Casino – was opened in Kiev in 1992.
